2鯖で、ソーサレスからセイレーンへMPを満たしていないのにCCできましたので報告です。（因みにMP以外は満たしています）

Change your class. So your states will grow.
There are limits that states grow every cahnge class.
It was explained by the manual. You read the manual?

If you change class 2 times, your states don't grow over 'S'.
You change class 4 times, your states will grow to 'NT'.
